Basic Policy toward the protection of customer’s personal information

KABARA Fuel and Home Facilities Co., Ltd.(hereinafter referred to as the “Company”) has established its own basic policy toward the protection of customer‘s personal information as explained below under its understanding that it is an important social liability of an enterprise to be compliant with Personal Information Protection Law in Japan (hereinafter referred to as “PIP Law”) and handle any and all information pertaining to any customer’s name, its address, its telephone number, its E-mail address, etc. by which such customer can be identified (hereinafter referred to as “Personal Information”) in a proper manner.

1. Obtaining Personal Information

The Company will, when obtaining any Personal Information, identify the purpose of use thereof and obtain it to the extent it becomes necessary and through a lawful and fair manner.

2. Handling of Personal Information

1) The Personal Information that the Company has obtained shall be used for the following purposes only;

1. When introducing in a commercial manner any and all goods, services, etc. that the Company provides
2. When required to comply with any provisions in any applicable laws and regulations or follow any governmental notification and/or guidelines, etc.
3. When conducting a survey through questionnaire for enabling the Company to conduct planning, research and development, quality improvement and/or developing any measure to improve customer satisfaction, etc.

2) We will never use any Personal Information obtained pursuant to the Clause 1. above for any purpose beyond the purpose of use without obtaining a prior consent from the relevant customer.

3. Shared Use of Personal Information

The Company shall only share Personal Information for use as stipulated below. (*1)

1) Shared use in switching support system
As a customer changes a power supply contract, it is necessary to change a consignment contract between an electricity retailer and a general transmission and distribution utility. Switching support system is a system that supports switching of the above-mentioned consignment contract.

1. Scope of Shared Use
The Company will share Personal Information with other companies written below.
・Electricity retailers (*2)
・General electricity transmission and distribution utilities (*3)
・Organization for Cross-regional Coordination of Transmission Operators

2. Purpose of Shared Use
The Company will share Personal Information with shared users for the following purposes.
a) The execution, amendment and termination of Contracts for Wheeling Services, etc.
b) Intermediary service to terminate Contracts for Retail Supply, etc. (*4)
c) Confirmation of information on service (electricity receipt) points.
d) Meter-reading for electrical energy measurement, the maintenance, check and replacement of facilities, inspections of facilities in the event of power failure, disasters, etc., and the execution of other operations of general electricity transmission and distribution utilities in accordance with Contracts for Wheeling Services, etc.

3. Information Types of Shared Use
The Company will jointly use the following information with shared users.
a) Basic information: customers’ names, addresses, telephone numbers, and contract numbers for their Contracts for Retail Supply, etc.
b) Information concerning service points (at which electricity is received): such details of Contracts for Wheeling Services, as their service areas, the general provisions for isolated island services, service (electricity receipt) point identification numbers, contractual amounts, upper limits of electric current, electricity connecting transmission service menus, power factors, supply methods, methods of decision-making, meter information, lead-in pole numbers, the availability of grid interconnection equipment, dates of changes, meter inspection dates, contractual statuses, and methods of business abolition.

4. Responsible Administrator for Shared Use
The responsible administrator for Personal Information with shared users is as follows. a) Basic information: electricity retailers that have executed Contracts for Retail Supply, etc.
b) Information concerning service (electricity receipt) points: general electricity transmission and distribution utilities whose service areas cover relevant service (electricity receipt) points.

*1 The Company will use Personal Information, for each item of information, only with business operators whose involvement is necessary to accomplish the purposes of joint use.

*2 Electricity retailers are which none of the grounds for refusal of registration under paragraph 1 of Article 2-5 of the Electricity Business Act (Act No. 170 of July 11, 1964) applies, and which are registered as electricity retailers by the Minister of Economy, Trade and Industry. *3 General electricity transmission and distribution utilities are Hokkaido Electric Power Co., Inc.; Tohoku Electric Power Co., Inc.; TEPCO Power Grid, Incorporated; Chubu Electric Power Co., Inc.; Hokuriku Electric Power Company; The Kansai Electric Power Company, Incorporated; The Chugoku Electric Power Co., Inc.; Shikoku Electric Power Co., Inc.; Kyushu Electric Power Co., Inc.; and The Okinawa Electric Power Company, Incorporated.

*4 “Intermediary service to terminate Contracts for Retail Supply, etc.” means that a business operator who has received a request for the execution of a new Contract for Retail Supply, etc. from a customer implements the termination of the existing contract by a switching support system.

4. Provision of Personal Information to Third Party

The Company shall never provide any and all Personal Information obtained pursuant to the Clause 1. above to any other Third Party without obtaining prior consent from the relevant customer, except as permitted by laws and regulations.

5. Outsourcing of Personal Information

The Company may provide any Personal Information to any of its contractors to the extent only necessary to achieve the purpose of usage thereof. Even in such a case, the Company shall request the relevant contractor to handle the relevant Personal Information in a proper manner and the Company will control the use thereof by such contractor in a suitable fashion.

6. Safety Control of Personal Information

The Company shall implement safety measures in a suitable manner to prevent any and all Personal Information from being accessed in an unauthorized manner, from being lost, damaged, altered, or leaked, etc.

7. Disclosure

When any customer should request the Company to disclose its own Personal Information owned by the Company, such customer is kindly requested to address its request to the Company. The Company will take care of any inquiries of Personal Information, such as correction, discontinuation and/or deletion. In any event, any and all inquires from any customer shall be handled in compliant with the purports of PIP Law in an adequate manner.
